Job Title: Deputy Chief of Party Panagora Group is a leading social enterprise providing global monitoring and evaluation services and other international development services. We are currently implementing the USAID/Colombia Monitoring, Evaluation and Learning (MEL) activity and the USAID/Colombia Monitoring, Evaluation and Learning Short-term Activity (MELSA). About the Role We seek a highly skilled and experienced Deputy Chief of Party (DCOP) to lead the technical implementation of our upcoming five-year Monitoring, Evaluation, and Learning Follow-on Activity funded by the USAID. The DCOP will work closely with the Chief of Party (COP) to provide overall day-to-day oversight and quality assurance for the delivery of the activity's core technical services under the five components. Key Responsibilities Provide day-to-day oversight and management of the delivery of all technical and advisory services of the activity. Ensure that all the products and services delivered to USAID are of high technical quality and timely. Oversee and coordinate technical services provided by a roster of expert consultants and subcontractors engaged to deliver evaluation, assessment, research, and other technical services. Conduct a careful technical overview of the data, statistics, methodologies, analysis, and writing of activity SOWs, designs, evaluations and assessment reports, documents, and presentations submitted to USAID. Ensure that all work provided under the contract, whether by international or local personnel, is technically sound, robust, and appropriate for the contract's requirements. Support COP and work closely with technical component leads to monitor and ensure high quality and timely implementation of the activity work plan. Identify needs for subcontractors and short-term technical assistance services, develop scopes of work, and ensure integration of appropriate technical specifications in solicitations and agreements. Supervise assigned technical personnel including long-term and short-term specialists. Coordinate with Contract Manager on subcontractor oversight and support and mentor subcontractors including strengthening their capacities as USAID partners. Design and lead strategic planning meetings including those with USAID/Colombia, the USAID/Colombia MEL working group, and implementing partners. Lead high-level, on-demand projects of interest to the Mission in close collaboration with and as assigned by the COP. Support capacity strengthening of USAID counterparts, implementing partners, subcontractors, and other project partners through organizational capacity strengthening, learning and knowledge management, and mentoring. Requirements The ideal candidate will have a strong background in monitoring, evaluation, and learning, with experience in leading technical teams and managing complex projects. They will also have excellent communication and leadership skills, with the ability to work effectively in a fast-paced environment.
