Org. Setting and Reporting This position is located in the Security Section of the United Nations Verification Mission in Colombia (UNVMC), in Bogota. The Administrative Assistant (G5) directly reports to the Administrative Assistant (FS5).

Responsibilities Under the direct supervision of the Administrative Assistant (FS5), the Administrative Assistant (G5) provides high quality administrative, management and secretarial support to the Administrative Assistant (FS5) and ensures the effective and smooth flow of work within the Security Section. Within the limits of delegated authority, the Administrative Assistant will perform the following duties: Human Resources Management: •Performs various actions related to the administration of the work unit's activities, e.g., recruitment, staff movements, check-in/check-out, security training etc., consistently applying UN rules, regulations, policies, and procedures. Liaises with central administration/executive services as required; •Maintains security's vacancy announcement files and updates track vacancy announcements; •Advises staff on security matters; •Provides information and advice to staff/consultants with respect to conditions of service, duties and responsibilities, and privileges and entitlements under the Staff Rules and Regulations; •Monitors assigned section's staffing tables for a variety of activities, e.g., appointments, retirement, expiration of appointments, reassignments, transfer and movement of staff. Budget and Finance: •Provides assistance in the preparation and development of the office's work programme and budget; •Assists in monitoring the section's budget/work programme with respect to various budgets, trust funds, grant and other funds on a regular basis, and records reallocations of resources and implements the reallocations as necessary; •Collects data from relevant databases and assist in preparation of financial reports; •Provides assistance in the review, and preparation of the medium-term plan and its revisions; •Reviews and assists in the finalization of cost estimates and budget proposals, in terms of staff and non-staff requirements for the section including programmatic aspects; •Assists in the preparation of section's budget performance submissions; General Administration: •Provides guidance to mission and/or subordinate staff. May provide assistance in reviewing host country agreements, budget agreements, or contributions for grants or other activities within assigned areas; •Identifies and reports issues/problems as they arise, and recommends appropriate actions; •Coordinates regularly with service units and liaises as needed with internal team members both at the mission and in outstations; •Performs other related administrative duties, as required (e.g., travel , monitoring accounts and payment to vendors and individual contractors for services, reviews physical space plans and assists in the identification of office technology needs, maintenance of equipment, software and systems, organizes and coordinate seminars, conferences and translations). •Monitors assigned tasks, including internal correspondence, expiration/renewal of the United Nations identification card, and iNeed requests related to Security matters. •Maintain all security platforms updated (SAS, UNSMIN, UNDSS Briefing Note, etc). •Ensures that all UNVMC policies are applied and followed thoroughly across all processes, including adherence to UNVMC code of conduct and ethics and integrates a gender-sensitive approach in all functions. •Performs other duties as required.

Education High school diploma or equivalent is required.

Job - Specific Qualification Technical training in Finance, Budget, Human Resources Management or Administration is desirable.

Work Experience A minimum of five (5) years of progressively responsible experience in administration, finance, budget, accounting, audit, human resources, or related area is required. The minimum years of qualifying experience is reduced to three (3) years for candidates who possess a first level university degree. Experience working in the use of word processing and spreadsheets is required. Experience working with an Enterprise Resource Planning (ERP) system such as SAP, UMOJA or similar is desirable. Experience working in the UN System or international organizations is desirable. Experience providing effective administrative services with respect to the full range of human resources, planning, work programming, inventories and management tasks in international operations are desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in both English and Spanish (oral and written) is required. NOTE: Fluency equals a rating of "fluent" in all four areas (read, write, speak, understand) and "knowledge of" equals a rating of "confident" in two of the four areas.

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
