The MEL Activity provides technical and advisory services related to the Monitoring, Evaluation, and Learning (MEL) of USAID /Colombia projects and Activities.- Panagora Group delivers these services through five components: (i) Monitoring services; (ii) Performance and impact evaluations; (iii) Research, assessments, and data analysis; (iv) Geographic Information System (GIS) related services; and (v) Collaboration, Learning and Adapting (CLA) activities. Our communications team supports the technical components by defining and elaborating messages for effective learning by the USAID Mission. These efforts facilitate informed program management decisions, shape the long-term strategic direction of programs and decision-making within the Mission, and enable USAID/Colombia to comply with USAID's evaluation Policy and Automated Directives System (ADS) 201. The expected result of this Activity is to enhance the Mission's MEL capability and ensure empirical evidence for programming, collaboration, learning, and adapting.The USAID MEL Activity has delivered numerous services and products, including data quality assessments, context and performance indicators reference sheets, indicators dashboards, and organizational performance index measurements. The activity has also conducted performance evaluations, baselines, evaluability assessments, studies, and analytical products. MEL Activity has supported USAID/Colombia and internal analytical processes with geographic information systems products and outputs. Lastly, a significant focus for the activity is on supporting USAID/Colombia and Implementing Partners with learning events and knowledge products tailored to various audiences and their learning needs. By developing these products and services and managing other USAID/Colombia on-demand requests, the MEL Activity has evolved and fostered learning and adaptation and generated outcomes, lessons learned, and good practices that are relevant and important to document and learn from by USAID/Colombia.Panagora seeks a consultant to design a methodology and facilitate workshops with various component teams to support the MEL Activity closeout. These workshops will serve to collect, distill, and analyze outcomes, lessons learned, and good practices. The output of this consultancy will be utilized for the MEL Activity Final Report. The consultant's deliverable will be a report which details outcomes, lessons learned, good practices and recommendations of the Activity to date. The following are the specific responsibilities to be carried out:**Responsibilities**:- Review key MEL Activity documents such as annual work plans, quarterly reports, AMELP, and other related documents.- Based on the MEL Activity information and relevant theoretical support, including the Activity theory of change, design and present an efficient methodology to collect through workshops the MEL Activity outcomes, lessons learned, good practices, and recommendations. The methodology must include considerations for collecting information in these dimensions for each component and across components.
