Job Description

Panagora Group is a U.S. small business that provides monitoring and evaluation services in the international development industry and currently implements the USAID/Colombia Monitoring, Evaluation, and Learning Short-Term Activity (MELSA). MELSA provides technical and advisory services to USAID in the following components: (1) Monitoring; (2) Performance and Impact Assessments; (3) Research, Assessments, and Data Analysis; (4) Geographic Information Services (GIS) and (5) Collaboration, Learning,
and Adaptation tasks (CLA).

MELSA is conducting the performance evaluation of the Partners for Transparency (PfT) Activity. This mid-term performance evaluation aims to collect evidence regarding results and process-level lessons of key components, interventions, deliverables, and outcomes of the Partners for Transparency (PfT) Activity. The evaluation will also provide context analysis to support USAID/Colombia in making informed decisions about designing and managing programming in transparency. The purpose of PfT is to support locally driven solutions to increase transparency and accountability and effectively reduce corruption in Colombia. The Activity helps strengthen citizen-responsive governance and increase citizen trust. The Activity accomplishes this purpose by leveraging targeted stakeholders' expertise, engagement, and unique positions of influence to achieve the following objectives:

1. Advance national-level government transparency and accountability initiatives.
2. Promote local-level civic participation.
3.
Strengthen oversight and control institutions' efforts to fight corruption.

As part of the evaluation team, MELSA seeks a Transparency and Anti-corruption Policy Expert. The following are key responsibilities and requirements for the position.

Responsibilities:

- Support the Team Leader with the evaluation design, including the development of indicators, data collection methods for qualitative information, and an analysis plan.
- Review primary and secondary information sources related to national-level government transparency and accountability initiatives, oversight and control institutions' efforts to fight corruption, local capacity strengthening, institutionality around transparency, accountability, and other related issues.
- Oversee the quality of quantitative and qualitative data collection related to thematic points.

- Lead thematic topics with regard to the design of quantitative and qualitative data collection instruments related to national-level government transparency and accountability initiatives, oversight and control institutions' efforts to fight corruption, institutionality around transparency, accountability, and other related issues.
- Participate in the coding process for qualitative instruments and contribute to a thematic revision of the process in creating the codebook.
- Support qualitative and quantitative data analysis for the reports and presentations mentioned in the deliverables. This covers the data triangulation process and its corresponding qualitative and quantitative analysis to answer each evaluation question as requested by the team leader.
- Participate and apply qualitative data collection instruments in the field.

- Support the Team Leader in preparing reports and presentations for USAID and the Implementing Partner. This includes any required participation in the final presentation and report.

Requirements

- BA in social sciences, economics, political science, international relations, or another relevant field.
- Graduate degree in social sciences, economics, social work, political science, international relationships, development, public policy, or another relevant field.
- More than seven (7) years of relevant professional experience.
- Experience with national-level government transparency and accountability initiatives, work with oversight and control institutions' efforts to fight corruption, local capacity strengthening, and other related issues.

- A working understanding of secondary or administrative data on national-level government transparency and accountability initiatives, oversight, and control institutions' efforts to fight corruption, institutionality around transparency and accountability, local capacity strengthening, and other related issues.
- Knowledge of international and regional best practices in transparency and anti-corruption and the Colombian Legal Framework on the subject.
- Proven ability to deliver quality analysis, tables, and written products and explanations.
- Advanced knowledge of written and spoken English.
- Ability to conduct interviews and focus groups in Spanish.
- Experience with USAID evaluations is preferred but not required.
