Chemonics seeks to hire short-term and long-term technical experts for the anticipated UK government funded Territorios Forestales Sostenibles, Pillar 3 (TEFOS P3) programme, which will support Colombia in supporting sustainable livelihoods in prioritised deforestation hotspots in the Amazon region, through :

- Increasing communities' skills and knowledge of sustainable agricultural practices and sustainable forest management to protect and increase forest cover.
- Promoting commercialisation and improving market access for sustainable commodities and services through public-private partnerships that protect standing forests.
- Promoting conservation incentives in areas with land use restrictions.

Role Purpose


The primary role of the Technical Expert is to provide technical advice and inputs into the design and delivery of project activities.

This will require working closely with government and community stakeholders and the private sector. The Technical Expert will need to ensure that Chemonics and donor regulations are being complied with and deliverables are of the highest quality.

The Technical Expert shall have demonstrated ability to work in complex environments and deliver results in line with pre-agreed timelines.

Key Responsibilities

- Providing technical guidance, advice and inputs to the programme team to inform the design and delivery of project activities.
- Drafting key written reports and deliverables for submission to donors.
- Managing relationships with internal and external stakeholders and representing the programme externally in events and meetings, whilst ensuring that Chemonics policies and best practices are always adhered to.
- Engaging with private sector organisations and key partner organisations with regards to the progress of TEFOS activities.

- Ensuring contractual deliverables are met, and anticipating any delays that may occur in a timely manner, identifying risks and providing solutions.
- Contributing to the Monitoring & Evaluation of project activities through the collection and analysis of programme data.
- Ensuring good relations with donor agencies, government stakeholders and local implementing partners.
- Ensuring good, frequent, and direct communications with the programme team.

In addition, the Technical Expert will ensure that the project :

- Contributes to the implementation of the Government of Colombia's Deforestation Containment Plan
- Works to both stimulate demand and improve the supply of sustainably produced commodities
- Fosters partnerships to commercialise products and facilitates market access

- Scales up existing and successful forestry livelihoods projects and other relevant economic initiatives relevant to the Sustainable Forest Management Areas
- Supports conservation incentives in prioritised protected areas
- Provides targeted technical assistance to local producers / service providers in selected deforestation hotspots, according to the Government of Colombia's guidelines

Experience, Skills, and Qualifications

- A post-graduate degree or relevant professional experience in such sectors as environmental studies, environmental management, sustainable agriculture, public / business administration, economics, international relations, or other relevant field preferred.
- Demonstrated progressive work experience in one of the following areas; conservation, sustainable agriculture, biodiversity, economic development and value chain creation, deforestation mitigation,
climate change mitigation, or other technical areas relevant to TEFOS.
- Recent experience working in the Amazon region of Colombia, particularly the departments of Caquetá, Guaviare, and Meta.
- Familiarity with international cooperation projects in Colombia, relevant environmental authorities, government agencies and the private sector.
- Familiarity with research, monitoring, evaluation and learning practices as they pertain to international cooperation projects.
- Previous knowledge of gender equality and social inclusion priorities in the Amazon region of Colombia preferred.
- Demonstrated innovation in approaches and flexibility to learn and adapt based on experience.
- Experience working with international donors and local government stakeholders preferred.
- Fluency in both English and Spanish.

- Ability to communicate clearly and concisely both orally and in writing.
- Ability to work in the Amazon region of Colombia, with frequent travel between project locations.
