The Monitoring, Evaluation, and Learning Short-Term Activity (MELSA) provides monitoring support services: designing and implementing performance and impact evaluations, as well as other studies and assessments, supporting their use and dissemination, and developing collaboration, learning, and adapting initiatives.- USAID/Colombia is preparing to develop a new Country Development Cooperation Strategy (CDCS) for FY 2026-2030. To inform the new CDCS, USAID/Colombia is conducting the following analysis. In response to the 2023 Gender Equality and Women's Empowerment Policy and in compliance with ADS 201.3.2.9 and ADS 205, USAID/Colombia will conduct a Gender and Inclusion Analysis to provide a framework and baseline for effective integration of gender and inclusion concerns in its activities and to inform the Mission's decision-making related to these topics.The Gender and Inclusive Development (GESI) Analysis aims to assess the barriers, gaps, disparities, issues, and constraints related to gender and other characteristics such as ethnicity, gender identity, sexual orientation, ability, migration status, and age that may lead to marginalization in USAD/Colombia-targeted areas. The Analysis will address the intersectional relationship between gender and other critical social and demographic factors. The Analysis will identify challenges, successes, and potentialities for improving gender integration and inclusion in USAID/Colombia-targeted areas. It will prioritize and justify which of these barriers should be addressed by the Mission. It will include recommendations on how USAID/Colombia can achieve greater gender and social integration through its CDCS and activities.The consultant will be responsible for leading all conceptual, methodological, and technical aspects of the research, ensuring compliance with established deadlines and USAID/Colombia quality standards. Additionally, he/she will provide the depth and relevance of the findings, conclusions, and recommendations. He/she will present results, write the final report, and implement the study's use and dissemination plan.**Responsibilities**:- Lead the development of the Assessment's methodological design and work plan.- Provide technical guidance to the consultant team to ensure adequate development of their activities and delivery of their products.- Serve as the primary liaison with USAID/Colombia's counterparts and MELSA.- Ensure the technical quality of the products prepared by the consultant team.- Prepare and lead meetings requested by MELSA and USAID/Colombia.- Carry out strategic planning of the project to achieve objectives and overcome possible setbacks in implementing the measurement.- Identify challenges and limitations and propose alternative solutions during the development of the Assessment.- Lead fieldwork in the prioritized areas.- Implement the instruments for qualitative data collection in the field.- Oversee the quality and timeliness of the quantitative and qualitative data analysis.- Lead presentations (Powerpoint/Google Slides) of preliminary results addressed to USAID/Colombia.- Write main technical deliverables and communications in English, including the final assessment report.- Provide technical guidance for the development of the use and dissemination plan.- Conduct briefs and presentations to USAID/Colombia.- Lead the implementation of the adjustments to the products requested by MELSA and USAID/Colombia.**Español**- Panagora Group es una pequeña empresa estadounidense que proporciona servicios técnicos y de asesoramiento relacionados con el monitoreo, la evaluación y el aprendizaje de la estrategia y actividades de USAID/Colombia.
