Panagora Group is a U.S. small business that provides technical and advisory services related to the monitoring, evaluation, and learning of USAID/Colombia's strategy and activities. The Monitoring, Evaluation, and Learning Short-Term Activity (MELSA) provides monitoring support services: designing and implementing performance and impact evaluations, as well as other studies and assessments, supporting their use and dissemination, and developing collaboration, learning, and adapting initiatives.
USAID/Colombia requested MELSA measure and generate an
**Assessment of the Job Training Program in Renewable Energy for young leaders of the Wayuu Community**. The project will be conducted in La Guajira and Barranquilla (Atlántico) with the program participants and other regional principal actors. The Assessment requires using quantitative and qualitative methodologies to collect and analyze the information related to the project.
MELSA requires hiring an expert to advise and lead the methodological design, fieldwork development, quantitative and qualitative data collection, and findings analysis.
- The
** team lead** will be responsible for the quality of the final products presented to MELSA and USAID/Colombia to achieve the following Assessment Purposes:
- Appraise the effectiveness of the Renewable Energy Job Training Program Young Leaders of the Wayuu Community (JTWC) and determine its achievements to date.
- Identify strategies to reduce costs and optimize educational benefits associated with the job training program.
- Engage the government of Colombia and SENA in planning and financing the scaling-up of the job training program to include other regions of the country where renewable energy projects are being developed in indigenous and ethnic territories.
**Responsibilities**:
- Lead the development of the assessment's methodological design and work plan.
- Technically guide the consulting team for the proper development of their activities and delivery of their products.
- Serve as the primary liaison with USAID's counterparts and MELSA Activity.
- Ensure the technical quality of the products prepared by the consultant team.
- Prepare and lead meetings requested by MELSA and USAID
- Carry out strategic planning of the project to achieve objectives and overcome possible setbacks in implementing the measurement.
- Identify limitations and propose alternative solutions.
- Lead the fieldwork in the prioritized areas.
- Implement the instruments for qualitative data collection in the field.
- Oversee the quality and timeliness of the quantitative and qualitative data analysis.
- Lead PowerPoint presentations of preliminary and final results addressed to USAID/Colombia.
- Write main technical deliverables and communications, including the final assessment report in English.
- Provide technical guidance for the development of the use and dissemination plan.
- Conduct briefs and presentations to USAID and the Implementing Partner.
- Lead the implementation of the adjustments requested by MELSA and USAID to the products.
