Position Overview The Talent Acquisition Manager will develop and implement proactive hiring strategies and define the vision and structure for the Talent Acquisition function. This role combines strategic and innovative thinking with hands-on execution. The individual must have a proven record in high-volume talent acquisition, strong leadership skills to guide and inspire a team of recruiters, and a passion for diversity and inclusion. They will use creative sourcing strategies to build a pipeline of qualified candidates and deliver an exceptional recruitment experience. The Senior Manager, TA will be based in Bogotá, Colombia, report to the Director of Talent Management in Washington, D.C., and manage two to three direct reports. Key Responsibilities Oversee full life-cycle recruitment for offices in the U.S., Latin America, and the Caribbean, ensuring an efficient candidate experience. Utilize current practices and relationships to align recruitment strategies with PADF's objectives. Build partnerships with internal stakeholders to understand business goals and staffing needs. Implement creative solutions and best practices to improve recruitment efficiency and quality of hires. Collaborate with New Business Development on proposal recruitment and develop talent pipelines for future opportunities. Lead talent outreach at job fairs, university events, and on social media, promoting PADF's employer brand. Manage internship and related programs within PADF. Handle executive searches, confidential searches, and other critical requisitions. Analyze recruitment metrics to identify trends and areas for improvement. Work with Hiring Managers and Directors to forecast future needs and requirements. Design and deliver training on recruitment best practices and interview guidance to hiring managers. Four (4) or more years of experience leading teams. Industrial engineering, business administration, psychology, and related fields. Excellent project management, planning, coordination, and organizational skills. Experience in consulting, challenging assumptions, and making recommendations. High proficiency in problem-solving, critical thinking, and analyzing complex situations. Strong analytical skills and experience with data-driven recommendations. Proven track record in innovation and process improvements. Customer service mindset. Excellent communication skills in English and Spanish. Fluency in French or Portuguese is a plus.
