Panagora Group is a U.S. small business that provides technical and advisory services related to the monitoring, evaluation, and learning of USAID/Colombia's strategy and activities. The Monitoring, Evaluation, and Learning Short-Term Activity (MELSA) provides monitoring support services: designing and implementing performance and impact evaluations, as well as other studies and assessments, supporting their use and dissemination, and developing collaboration, learning, and adapting initiatives.
USAID/Colombia requested MELSA measure and generate an assessment of the long-term impact of the massive land formalization pilot development in Ovejas Sucre as part of the Land and Rural Development Program (LRDP) activity. The measurement would be carried out in two municipalities, Ovejas and Los Palmitos (Sucre), and requires using quantitative and qualitative methodologies to collect and analyze the information.
Based on the above, MELSA requires hiring a Rural Policy and Development Expert to analyze the socioeconomic impact of the massive land formalization pilot development in Ovejas Sucre as part of the Land and Rural Development Program (LRDP) activity. The expert will assess changes in land tenure security, access to resources, and livelihood opportunities for the local communities.
**Responsibilities**:
- Conduct a comprehensive review of historical land tenure practices in the target area to understand the context and dynamics of land ownership and use.
- Identify and assess the social, economic, and environmental factors influencing land tenure security and rural development in Ovejas Sucre.
- Analyze the social and economic impacts of the land formalization pilot development on different demographic groups, including women, youth, and marginalized communities.
- Evaluate the effectiveness of capacity-strengthening programs within the LRDP to empower local communities in land governance and resource management.
- Investigate the extent of inclusion and representation of marginalized groups in land rights decision-making processes and assess the implications of their involvement.
- Examine the sustainability and resilience of the land formalization initiatives in the face of potential environmental and socioeconomic challenges.
- Review the coordination and collaboration between government agencies and stakeholders in implementing the LRDP and its impact on program outcomes.
- Assess the alignment of the LRDP to national and regional development plans to ensure coherence and synergy with broader development objectives.
- Support the structuring of quantitative and qualitative data collection instruments.
- Support the Team Leader in preparing reports and presentations for USAID and the Implementing Partner.
