Private Sector Climate Change Specialist Primary Duties and Responsibilities: The UK PACT (Partnering for Accelerated Climate Transitions) programme aims to improve the effectiveness of key institutions (public, private, and civil society) in partner countries so that they can deliver accelerated emission reductions and raise the ambition of their Nationally Determined Contributions (NDCs) targets.
Through its focus on NDCs, the programme supports the UK's COP26 efforts that aim to review NDC commitments and strengthen ambition.
The private sector plays an important role in climate action by mobilising resources for climate change management, generating jobs, and significantly contributing to regional development.
Private enterprises are vital for transitioning towards green growth by managing climate risks and contributing to the reduction of greenhouse gas emissions.
Colombia needs to increase the mobilisation of resources from the private sector, given that they represent 10.65% of the resources compared to 73.46% contributed by the public sector and 15.89% contributed by the international public sector.
In this context, companies must align their business strategies and establish concrete commitments to advance in meeting climate goals, considering all their operations and spheres of influence, especially their value chain and the capacity to expand financial flows for the fight against climate change.
As part of our work in Colombia, UK PACT supports the National Planning Department (Departamento Nacional de Planeación - DNP) to structure the Climate Finance Broker Facility, a mechanism designed to connect country's priorities and needs for NDC implementation?with a support ecosystem, such as accelerators and funding sources.
Collaboration, partnerships, technical capacity, and trust are necessary elements for building the business models we seek.
Therefore, it is essential to strengthen skills and the climate finance chain with measures that enhance project structuring capacities, portfolio organization, and private sector engagement to form a structured demand.
We are looking for a Private Sector Climate Change Specialist to support the National Planning Department (DNP) in strengthening the capabilities of private sector organisations, such as the Chambers of Commerce, guilds, and others that operate within the territory and understand the local context.
These capabilities include strategies to reduce GHG emissions, management of climate risks, and the development of sustainability reports.
This work, within the framework of the Climate Finance Broker Facility, will involve prioritising and characterising companies that are actively engaged in climate change management, as well as conducting workshops to support the engagement of private sector.
This assignment will be full-time based in Bogota, Colombia for a fixed term of 12 months.
The main activities to be carried out by the Private Sector Climate Change Specialist include: Prepare technical inputs to structure the working methodology of the DNP Climate Finance Broker Facility with private sector organizations.
Support the monitoring of the international cooperation program aimed at strengthening the Chambers of Commerce.
Compile, organise, and analyse the information provided by private sector organisations to gain insights into their level of engagement in climate change management.
Develop 5 workshops and/or knowledge management activities with private sector organisations, addressing climate finance issues and promoting the adoption of the Climate Finance Broker Facility in the territory.
Create a proposal where Procolombia, Bolsa de Valores de Colombia and ANDI can engage with CDP according to their interests and needs, aligned with the Climate Finance Broker Facility goals.
Generate technical inputs on financing mechanisms that provide sustainability to incubators and accelerators contributing to climate change management.
Support the identification of nature-based solution projects and the search for funding for their implementation as part of the actions corresponding to the Climate Finance Broker Facility in CONPES for La Mojana.
Report on progress, including the preparation of quarterly technical reports and a final report summarising results (and travel reports if needed) to Palladium and DNP, and attend progress meetings as needed.
Required Qualifications:We are looking for a proactive self-starter, able to work flexibly whilst under pressure, with excellent interpersonal and communications skills, that has the following: A degree in economics, engineering, administration, finance, or equivalent; Professional experience in sustainable development or climate change, supporting project formulation, and climate financing; Experience in processes related to project formulation, innovation, acceleration, or Incubation; Demonstrated experience in working with territorial entities for the management or structuring of projects in climate change or sustainability; Specific experience in the following topics: Climate change, climate financing, public sector; Excellent written and verbal communication skills in Spanish and English.
