Project Description : The Latin America and Caribbean (LAC) Regional Fund to Expand Inclusive Access to Quality Basic Education is a five-year cooperative agreement with an estimated total amount of up to $25,000,000 from USAID, with the expectation of obtaining other non-USAID funds to support the objectives. The primary objective of the activity is to expand inclusive access to quality basic education for marginalized and vulnerable students in a sustainable manner over time. This objective will be achieved by managing a regional fund that will have three main components: 1) a grant facility that will provide sub-grants to local organizations to expand their work in inclusive education and/or fund their ideas for promising innovations; 2) a technical assistance component to strengthen the capacity of local organizations to work with USAID, monitor and adapt their interventions, increase access and improve the quality of education for marginalized groups; and 3) a component that seeks to generate, disseminate, and use evidence and learning from local education sub-grants. The activity will closely monitor and evaluate improvements in inclusive access and quality of education with an emphasis on improving foundational skills for marginalized groups, especially in, but not limited to, the early primary grades. Position Description : RTI seeks a Partnerships & Engagement Director for the LAC Regional Fund to design and implement strategies for forming partnerships that enhance financial resources, expertise, and collaboration in education across Latin America and the Caribbean (LAC). They will lead strategic mapping of potential donors, establish communication channels, and activate networks to engage investors, ministries of education, incubators, funds, high-impact philanthropy, multilateral organizations, and foundations. They will develop and implement tailored partner-donor engagement plans, analyze and prioritize potential partners, and lead negotiations to secure funding commitments, acting as the primary point of contact and coordinating alliances while managing the due diligence process. In collaboration with the Chief of Party (COP), the Director will design strategies for engaging a broad spectrum of stakeholders and, with the Regional Technical Advisory Group (R-TAG), define the parameters (timing, focus, and countries) for calls for grant applications. Responsibilities Provide strategic vision and leadership for the Fund's partnership and engagement initiatives, ensuring alignment with the overall project objectives. Design and implement activities to engage funding partners to collaborate and invest in the Fund. Drive high-level fundraising efforts by cultivating relationships with major donors, corporate sponsors, and philanthropic organizations to ensure sustained financial support for the Fund's initiatives. Lead strategic mapping of potential donors across the LAC region; establish communication with, and activate network of, potential donors, including leading negotiations to secure funding. Lead the development of innovative funding mechanisms and partnerships, ensuring the Fund meets or exceeds annual fundraising targets to achieve project scalability and sustainability. Support the Chief of Party in engaging with the R-TAG, contributing insights on the funding partner landscape to shape grant application calls, including timing, focus areas, and countries of implementation. Ensure integration of partnership and engagement activities with other project components. Qualifications Master's degree and 10 years of experience or bachelor's degree and 12 years of experience. Seven (7) years of progressively responsible experience and expertise in PSE, including business development services. Demonstrated experience working with the private sector in LAC and developing frameworks for collaboration and meaningful partnerships. Demonstrated skills in building, mobilizing, and leading multidisciplinary teams. Professionally proficient in written and spoken Spanish and English.
