The entry level salary for this position is 34,482 United States dollars yearly. Introduction The position is part of the ILO Decent Work Technical Support Team and Country Office for Eastern Europe and Central Asia (DWT/CO-Moscow). DWT/CO-Moscow coordinates the ILO activities in nine countries: Azerbaijan, Armenia, Belarus, Kazakhstan, Kyrgyzstan, Russian Federation , Tajikistan, Turkmenistan and Uzbekistan. The National Coordinator position performs a wide range of liaison duties in countries where the ILO does not have a country office. She/he is responsible for a variety of national coordination duties as well as liaison duties to support the Decent Work Team (DWT) in facilitating the strengthening and implementation of the Decent Work Country Programme (DWCP). The National Coordinator also facilitates inter-agency information sharing and interaction with the UN Country Team (UNCT) and provides necessary programming and administrative support to the Development Cooperation (DC) activities carried out in the country. ILO operational activities at national level will focus on the ILO's four strategic objectives, namely standards and fundamental principles and rights at work, employment promotion and enterprise development, social protection, and social dialogue reflect the ILO mandate and provide the organizing framework for the Decent Work policy portfolio. The DWCPs are also contributing to achieving the Strategic Development Goals (SDGs). The National Coordinator is responsible for the coordination of operational as well as technical activities in the country providing support to national counterparts in the assigned technical area. Operational activities are responding to the requests of tripartite Constituents, coordinated by the Decent Work Teams. Through these practical and tangible undertakings, the National Coordinator is also able to operationalize and thus demonstrate in practice the country programme advocated under the Decent Work Agenda. Reporting lines The incumbent reports to the Director of DWT/CO-Moscow and under his/her supervision and guidance will undertake the duties mentioned below. For the effective discharge of his/her responsibilities, the National Coordinator will liaise closely with the DWT/CO, the Regional Office (RO), headquarters and the UNCT in the country. Generic Duties Serve as primary point of operational and administrative contact for tripartite constituents in the country and maintain liaison and cooperation with UNDP and other UN agencies, as well as with local donor representatives and international partners present in the country. Collect and analyse country-specific development plans and priorities, socioeconomic data, reports and other relevant information as required by the DWT/CO; identify potential technical cooperation project areas. Participate in and contribute to the design, negotiation, implementation, planning, monitoring and reporting of the DWCP, serve as the national officer to the DWT and draft portions of national concept papers. Hold regular coordination meetings with ILO project staff present in the country. This includes the briefing and debriefing on participation of ILO staff in UNCT and/or working group meetings. Identify activities and follow-up with relevant departments at headquarters and the DWT/CO and RO, executing agencies, government offices, constituents and other organizations to expedite implementation. Participate in the preparation of seminars, workshops, training sessions and meetings held in the country. Speak on behalf of the ILO when attending these gatherings alone. Serve as a focal point for selected technical subject(s) and attend meetings, workshops and inter-agency meetings, and present reports and papers. Facilitate inter-agency information-sharing and interaction with the UNCT and liaise with the UN Resident Coordinator's Office and other UNCT members for One UN Reform-related issues. Participate in meetings at the country level. Facilitate missions of ILO officials to the country. This includes arranging appropriate programme of appointments. Prepare briefs and other reports on activities in the country and submit these to DWT/CO. Serve as liaison officer of the Office and disseminate ILO publications. Draft, edit and/or translate into local language(s) news releases, official correspondence, statements and speeches and other public information material. Act as interpreter and participate in meetings and technical consultations. Brief Office management, ILO specialists, project experts, associate experts and visiting officials and provide relevant information on the country programme and its developments. Perform other duties as may be assigned by the supervisor. Education First level university degree in economics, social or humanitarian sciences. Experience At least one or two years of professional experience at a country level in the national development. Experience of development work in international organizations would be an advantage. Languages Excellent command of English and Kazakh. Working knowledge of Russian would be an advantage. Knowledge and Competencies (technical/behavioural) Knowledge of the role and operations of UN system activities for development of project or joint activities. Knowledge of the Office's financial rules and regulations. Knowledge of Office-wide activities and priorities. Ability to perform a variety of conceptual analyses required for the formulation, administration and evaluation of projects. Ability to communicate effectively both orally and in writing. Excellent analytical skills. Ability to justify requirements and approaches to problem resolution, and ability to negotiate. Good computer applications skills. Good organizational skills. Ability to work on own initiative as well as a member of a team. Ability to deal with people with tact and diplomacy. Ability to understand and work effectively with government, employers' and workers' organizations, other UN agencies and development partners. Ability to represent the Organization. Ability to work in a multi-cultural environment and to demonstrate gender-sensitive and non-discriminatory attitudes and behaviour. Substitution of experience for university degree Equivalent work experience may be considered in lieu of a University degree in accordance with the table below.
