Panagora currently runs for USAID/Colombia the Monitoring, Evaluation and Learning (MEL) Activity and the Monitoring, Evaluation and Learning Short-term Activity (MELSA). These activities provide USAID/Colombia with technical and advisory services that facilitate informed program management decisions, shape the long-term strategic direction of programs and decision-making within the Mission, and enable USAID/Colombia to comply with USAID's Evaluation Policy and USAID Automated Directives System (ADS) 201. The Monitoring Component supports USAID/Colombia to increase its capacity to make well-informed decisions based on evidence and facilitate compliance with USAID ADS 201 through the following actions: Provide performance and context monitoring services. Design and implementation of monitoring approaches. CDCS monitoring. Guarantee the quality of the data. Support the MEL community of practice. Preparation of reports. Support to implementing partners in the implementation of new monitoring approaches. Responsibilities Coordinates performance and context monitoring support to USAID/Colombia. Coordinates and supervises all activities under the assigned Monitoring component. Supervise and support the use of data from the USAID MONITOR Information System or other information obtained from government data sources to prepare internal or external reports. Coordinates and supports the development of Data Quality Assessments (DQA) required by USAID/Colombia. Coordinate and support the efforts to standardize and comply with USAID quality standards (ADS 201) in monitoring processes for the mission and its implementers. Provides high level support in the design, dissemination, and implementation of new monitoring methodologies for USAID/Colombia, especially by accompanying its implementing partners. Coordinates and supports the development and implementation of guides and protocols to standardize best monitoring practices. Coordinates the support for monitoring, reporting, and analysis of mission performance indicators. Guarantees the quality of Panagora products developed by the Monitoring Component. Other functions assigned by the COP or its designee. Requirements Bachelor's degree in psychology, sociology, anthropology, political science, business administration, education, or related fields. Master's or higher degree in research methods, social science, development, or a related field is desired. Minimum of five years of experience in the monitoring of international development projects, preferably in developing countries; project management; research methods; and project design. Minimum of three years of supervisory experience is desired. Demonstrated experience in designing and implementing monitoring and verification systems, methods, and tools. Demonstrated knowledge of international best practices in both qualitative study and quantitative survey design and implementation. Experience and skills in leading and implementing monitoring methods and tools in third-party monitoring projects. Demonstrated experience in data analysis and report writing. Excellent interpersonal, writing, and presentation skills. Capacity to manage activities in a multi-cultural environment and in providing consulting services in helping clients analyze problems, devise and adopt solutions. Experience and knowledge in USAID regulations, especially ADS 201 is desired. Must be a legal resident of Colombia. S/he may be Colombian or an expatriate already living in Colombia with a minimum of five years' experience living and working in developing countries. Strong proficiency in written and spoken English and Spanish.
