**Project Summary**:
The USAID/OTI Colombia Program seeks to address emerging factors of instability through support to the Government of Colombia (GOC) and communities for robust peace accord implementation, thus helping to demonstrate that an integrated, comprehensive approach to the conflict also provides solutions to some of the country's biggest problems to include rural insecurity and illicit economies.
Implicit in this approach is support to the GOC in understanding the unique post
- accord drivers of instability and support for piloting innovative solutions.
The program will also focus on increasing the capacity and co-responsibility of both GOC and community actors for accord implementation.

**Position Summary**:
The Monitoring and Evaluation Learning (MEL) Officer will be responsible for collecting qualitative and quantitative information from national and departmental activities carried out by the program in, generating reports, supporting with identifying lessons learned, and keeping track of successes and mistakes of activities.
The Officer will coordinate closely with the Program Development Officer (PDO) and Field Specialist (FS) to ensure the constant update of information in the database of the program, obtain information of impacts or effects of activities, identify positive and negative results, and produce communication and knowledge products.
The Officer will also provide the information required by the Communications and Reporting Specialist (CRS) and Learning Specialist (LS) for reporting and documenting activities.
Under the supervision of Director of MEL, the Officer will perform research and documentation of activities or groups of activities that are of special interest to the program.
The Officer will also provide feedback to the whole program team, in conceptualization and activities' evaluations, to ensure that they contribute to the achievement of the objectives set out in the strategic framework of the program.
The position is a fixed-term labor contract.
**Responsibilities**:
- Develop the monitoring and evaluation plans at the activity level, in coordination with the Programmatic Team and supervisor.
- Monitor and document the progress and lessons learned of activities using the program's database, particularly contributing with activity notes.
- Begin activity evaluation actions including workshops, focus groups, interviews, round tables, and surveys as agreed upon with the Monitoring and Evaluation team.
- Collect and record the necessary information for the program's quantitative indicator databases.
- Assist in designing and implementing initiatives, including the adoption of standardized indicators, indicator tracking tools, and innovative evaluation approaches.
- Submit monitoring and evaluation reports for activities or groups of activities, as required by the supervisor.
- Upload relevant information for Monitoring and Evaluation purposes onto the database, including quantitative indicators, reports, photographs, and any other relevant information.
- Visit partners, beneficiaries, and activities regularly to evaluate the progress and impact of the activities.
- Train beneficiaries and partners according to the learning processes, products, and actions defined by the program.
- Prepare site visit reports in the format required by the supervisor.
- Document relevant anecdotes and quotes from partners and beneficiaries in the development of the activities.
- Perform activity evaluation to identify the results and lessons learned, as required.
- Share the lessons learned of the activities constantly with the entire program team.
- Help build the capacity and provide technical assistance to partners and grantees in MEL techniques.
- Contribute to information sharing actively in the project.
- Provide the Communications and Reporting Specialist and Learning Specialist with the information required to develop program reports.
- Perform other tasks as requested as required.
