**Project Summary**:
The USAID/OTI Colombia Program seeks to address emerging factors of instability through support to the Government of Colombia (GOC) and communities for robust peace accord implementation, thus helping to demonstrate that an integrated, comprehensive approach to the conflict also provides solutions to some of the country's biggest problems to include rural insecurity and illicit economies.
Implicit in this approach is support to the GOC in understanding the unique post
- accord drivers of instability and support for piloting innovative solutions.
The program will also focus on increasing the capacity and co-responsibility of both GOC and community actors for accord implementation.

**Position Summary**:
The Information Systems Consultant in Geographic Information Systems will be responsible for the creation and evaluation of cartographic databases of the USAID/OTI Colombia Transforma Program, with geographic focus on the Pacific of Nariño, Bajo Cauca Antioqueño, Norte de Santander or any other prioritized geographic area, in order to update the Geographic viewer with the interventions implemented by the Program at the national level and according to the criteria of characterization of information as required.
The Consultant will coordinate with the USAID Geographic Information Systems/Data Analysis team and will maintain constant communication with members of the Colombia Transforma Program team, as required.
The professional will carry out their activities in Bogota, being available to travel to other municipalities as required by the program and with prior authorization.
The supervision of the contract will be in charge of the Regional Advisor of the Program, with whom they will coordinate the requirements and deliverables according to the information managed during the contract period.
The position will be under a short term contract for a period of six months with the possibility of extension and modification according to the needs of the Program.
**Responsibilities**:
- Manage, update, and generate reports with the ARCGIS geographic viewer tool, for the analysis of geographic information, using layers, security incidents, program interventions and/or other sources of information as required.
- Elaborate graphic products with the information generated, manage the geographic database, and report spatial information, according to program requirements.
- Perform spatial reasoning with the ARCGIS geographic viewer of different coverages that are of interest to the program, such as: illicit crops, development zones, activity zones, security incident cases, and other variables as identified or required by the program.
- Generate thematic maps with different levels of cartographic information and configure them in final printing format, and/or to be incorporated in presentations required by the Program.
- Process the georeferenced information collected, according to the Program interventions, and integrate them to the different thematic maps generated.
- Generate incident maps, according to the information categorization and with the periodicity requested by the Colombia Transforma Program.
- Integrate cartography generated in a thematic map consultation module.
- Maintain an organized database, with those type files that are generated.
- Provide knowledge transfer and advice to Program staff on issues related to the use and administration of the Geographic Information System.
- Travel to project sites and prepare visit reports to the required sites, with prior authorization from the contract supervisor.
