The Monitoring, Evaluation, and Learning Short-Term Activity (MELSA) provides monitoring support services: designing and implementing performance and impact evaluations, as well as other studies and assessments, supporting their use and dissemination, and developing collaboration, learning, and adapting initiatives.- USAID/Colombia is preparing to develop a new Country Development Cooperation Strategy (CDCS) for FY 2026-2030. To inform the new CDCS, USAID/Colombia is conducting the following analysis. In response to the 2023 Gender Equality and Women's Empowerment Policy and in compliance with ADS 201.3.2.9 and ADS 205, USAID/Colombia will conduct a Gender and Inclusion Analysis to provide a framework and baseline for effective integration of gender and inclusion concerns in its activities and to inform the Mission's decision-making related to these topics.The Gender and Inclusive Development (GESI) Analysis aims to assess the barriers, gaps, disparities, issues, and constraints related to gender and other characteristics such as ethnicity, gender identity, sexual orientation, ability, migration status, and age that may lead to marginalization in USAD/Colombia-targeted areas. The Analysis will address the intersectional relationship between gender and other critical social and demographic factors. such as ethnicity, gender identity, sexual orientation, ability, migration status, and age. The Analysis will identify challenges, successes, and potentialities for improving gender integration and inclusion in USAID/Colombia-targeted areas. It will prioritize and justify which of these barriers should be addressed by the Mission. It will include recommendations on how USAID/Colombia can achieve greater gender and social integration through its CDCS and activities.The consultant assuming the role of the expert in gender and inclusive development must possess extensive experience in conducting strategic analyses which integrate LGBTQI+ perspectives and which are aimed at informed decision-making, transforming societal norms, preventing gender-based violence, and promoting significant changes through the implementation of public policies. This experience should include designing, implementing, and evaluating policies and programs focused on critical areas such as rural development, human rights, peacebuilding, governance, the environment, and migrant populations. A deep understanding of the institutional and regulatory frameworks governing gender equity in Colombia is essential.The consultant must have advanced skills in identifying structural and contextual barriers that perpetuate gender and inclusion inequalities and other forms of discrimination and formulating strategic recommendations for mitigation. This involves analytical acumen and practical skills in implementing innovative and sustainable solutions and collaborating with diverse stakeholders, including local communities, civil society organizations, and governmental entities, among others.**Responsibilities**:- Conduct the collection of primary data and desk review.
