**Project Summary**:
The USAID/OTI Colombia Program seeks to address emerging factors of instability through support to the Government of Colombia (GOC) and communities for robust peace accord implementation, thus helping to demonstrate that an integrated, comprehensive approach to the conflict also provides solutions to some of the country's biggest problems to include rural insecurity and illicit economies. Implicit in this approach is support to the GOC in understanding the unique post
- accord drivers of instability and support for piloting innovative solutions. The program will also focus on increasing the capacity and co-responsibility of both GOC and community actors for accord implementation.

**Position Summary**:
The Finance and Administration Manager will oversee all financial, information technology, human resources, and administrative areas. This role will ensure that accounting, budgeting, and financial activities are carried out in a manner consistent with the objectives of the project, and in compliance with Colombian law, USAID regulations, and MSI policies and procedures. The Manager will also ensure that all administrative requirements are operating to support program implementation. The position is a fixed-term labor contract. This role will report to the Deputy Chief of Party (DCOP) and will be based in Bogota.

**Responsibilities**:

- Work closely with Headquarters (HQ) Project Manager and DCOP to establish and oversee the management of the project financial systems.
- Support the supervision of the administration, financial, human resources, technology, and work safety and health of the Colombia Transforma 3 program.
- Ensure availability of funds, manage, and reconcile any differences with local currency bank accounts.
- Manage and support the payment process for program activities, carry out monitoring of advances, and ensure the proper use and management of the financial resources of the program, in line with the requirements of USAID/OTI and MSI.
- Review all payment documentation and verify information prior to approval, signature of the DCOP, and payment processing.
- Ensure that accounting and finance actions are compliant with MSI and USAID procedures and regulations.
- Advise the DCOP / Chief of Party (COP) on policies and regulations related to finance and administration.
- Support the program with local administrations (social security, tax authorities, landlord, etc.) and its accomplishments with local requirements.
- Work closely with the Social Insurance Office and Tax Department to ensure that all required documents are accurate and updated and compliant with the up-to-date local regulations and laws governing taxes, contracts, administration, and accounting.
- Ensure that the project accounting is properly done in both of the program's accounting systems (QuickBooks and Helisa) systems using the appropriate accounting codes in coordination with the Finance Coordinator.
- Support and monitor requests for funds for the implementation of the program in coordination with the Finance Coordinator.
- Monitor and support proper management and continuous updating of the asset inventory of the program, including transfer of property, disposition plan, and any other specific use.
- Support finance team to remain compliant with local accounting laws.
- Monitor final payments for labor contracts under Colombian Law requirements in coordination with the Human Resources Coordinator.
- Lead projecting processes with DCOP, COP, and HQ.
- Supervise all administrative areas, provide support to the administrative coordinator in process related with the regional and main offices.
- Ensure compliance of the program's policies and procedures Actively.
- Support the needs of the area contributing to achievement of program objectives in coordination with the Information Technology Officer.
- Perform other tasks as requested by the DCOP and COP.
