The Monitoring, Evaluation, and Learning Short-Term Activity (MELSA) provides monitoring support services: designing and implementing performance and impact evaluations, as well as other studies and assessments, supporting their use and dissemination, and developing collaboration, learning, and adapting initiatives.
USAID/Colombia is preparing to develop a new Country Development Cooperation Strategy (CDCS) for FY 2026-2030. To inform the new CDCS, USAID/Colombia is conducting a Gender and Inclusion Analysis to provide a framework and baseline for effective integration of gender and inclusion concerns in its activities and to inform the Mission's decision-making related to these topics.
The Gender and Inclusive Development (GESI) Analysis aims to assess the barriers, gaps, disparities, issues, and constraints related to gender and other characteristics, including ethnicity, gender identity, sexual orientation, ability, migration status, and age that may lead to marginalization in USAID/Colombia-targeted areas. The Analysis will identify challenges, successes, and potential for improving gender integration and inclusion in USAID/Colombia-targeted areas. It will prioritize and justify which barriers should be addressed by the Mission. It will include recommendations on how USAID/Colombia can achieve greater gender and social integration through its CDCS and activities.
The consultant who assumes the role of Disability Expert must have extensive experience integrating this approach into strategic analyses aimed at informed decision-making and including persons with disabilities in public policies. This experience should encompass designing, implementing, and evaluating policies and programs focused on critical areas such as rural development, human rights, peacebuilding, governance, the environment, and migrant populations. It is highly desirable to deeply understand the regulatory and institutional frameworks governing gender equity in Colombia.
Additionally, the consultant must demonstrate a solid understanding and application of an intersectional perspective, integrating various dimensions of discrimination into public policy analyses. This includes, but is not limited to, the consideration of ethnicity, gender identity, sexual orientation, and different life cycle stages. Addressing these intersections holistically is crucial to ensuring inclusive and equitable interventions. The individual in this role should have advanced competencies in identifying structural and contextual barriers that perpetuate the exclusion of persons with disabilities and formulating strategic recommendations for their mitigation. This requires strong analytical skills, and practical expertise in implementing innovative and sustainable solutions and collaborating with various strategic stakeholders, including local communities, civil society organizations, and governmental entities.
Responsibilities: Follow Panagora and USAID/Colombia guidelines on technical writing and presentations as specified in Annex 1 of this contract.
Use only the default formats for final reports, documents, Google Slides presentations and other dissemination products to be delivered by Panagora Colombia.
Collect primary data and conduct a document review of the study.
Apply virtual interviews to collect in-depth data on the study's disability focus.
Analyze collected data to identify key trends, gaps, and opportunities for incorporating the disability focus into strategic USAID/Colombia programming areas.
Draft sections of the final report related to the inclusive development of prioritized populations.
Effectively communicate findings to stakeholders, including policymakers, civil society organizations, and implementing partners.
Participate in briefings and presentations for USAID and other relevant stakeholders, providing clear and actionable insights based on the study's findings.
RequirementsA master's degree in social sciences, research, development studies, disability studies, or another relevant field.
At least five (5) years of professional experience in disability inclusion and development.
Experience with public policy approaches for persons with disabilities.
Proven experience in collecting, analyzing, and interpreting qualitative and quantitative data.
Demonstrated experience working on projects related to disability rights and inclusive development, preferably within the context of international development organizations such as USAID.
A track record of publications in the field, including research reports or academic papers.
Familiarity with secondary or administrative data on disability and inclusive development issues.
Advanced proficiency in written and spoken English and Spanish.
