GENERAL CONTEXT
Médecins Sans Frontières (MSF) is an international independent medical humanitarian organization, which offers assistance to populations in distress, victims of natural or man-made disasters, and victims of armed conflict, without discrimination and irrespective of race, religion, creed, or political affiliation. The international movement comprises 21 sections and 16 branch offices, working in partnership through five operational centres.
GENERAL OBJECTIVE
The successful candidate will be one of two Deputy General Directors (DGD), responsible for several strategic areas and advising, accompanying, and assisting the General Director in achieving OCBA's goals.

Main purpose of the position : Ensure the adequate contribution and leadership of the General Direction in steering the social mission, leading crisis response and the development of MSF OCBA network.

As a key member of the General Direction team, the DGD plays a critical role in strategic discussions about OCBA's vision, internal and external positioning, development, institutional interests, and challenges. The DGD also provides additional management, analytical, and leadership capacity to the General Directorate.

(note: The definitive distribution of responsibilities for key dossiers and strategic areas between the two Deputy General Directors will be determined within three months after the selected candidate assumes the position)
MAIN RESPONSIBILITIES AND TASKS
The DGD is responsible for providing analysis and guidance on issues within the remit of the General Directorate and contributes to projects requiring GD input across OCBA. Specific strategic areas fully delegated to the DGD include:
Accompanying in-house alignment around the social mission and ensuring its centrality in all managed areas.
Ensuring alignment between the General Directorate and key Department and Units on main strategic choices
Providing the General Directorate with real-time relevant information on the social mission for institutional decision-making.
Leading crisis response (security and institutional), representing the General Directorate in the Security Core Group.
Overseeing timely and relevant OCBA's public positioning and mobilization on humanitarian crises and reflection on humanitarian practice, integrating the contribution of the concerned Department and Units
Leading the strategic development and expansion of OCBA Network. Building and maintaining partnerships with a growing number of internal MSF and external partners with the purpose of enhancing medico humanitarian response.
Ensuring network alignment with OCBA's social mission and strategic goals.
Facilitating communication and collaboration across the network to enhance operational effectiveness and responsiveness.
Overseeing the integration of new partners into the OCBA network and supporting their development.

Contributing to the definition of the next OCBA Strategic Plan
Ensuring Management Team strategic discussions contribute to the social mission and defining the agenda.
Representing OCBA in external and MSF internal forums related to their dossiers.
Ensuring a participative approach within the organization.
Acting as GD backup for social mission issues.
SELECTION CRITERIA
Extensive experience in the humanitarian field.
Field experience with MSF.
Minimum 5 years of experience in relevant management positions.
Relevant experience in security and crisis management.
Training and experience in organizational management.
Fluent English required; French and other relevant languages highly valued.

CONDITIONS
Location: Based in any MSF OCBA office, with frequent travel worldwide.
Minimum 3-year commitment, with a maximum term of 6 years.
Annual gross salary: HQ 7A level + secondary benefits based on MSF OCBA Reward Policy. Subjected to local conditions.
