Position DescriptionRTI is seeking a Deputy Chief of Party (DCOP) for the anticipated USAID-funded Colombia Responsive Governance Follow-on activity.
The DCOP will work with the Chief of Party (COP) to support the implementation of all technical and programmatic aspects of the project.
This position will be based in Bogota, Colombia.Position is contingent on award and funding.
ResponsibilitiesManages technical personnel and subcontractors in the implementation of a large, complex activity to improve local governance, including overseeing Objective Leads.
Jointly with the COP, manages relationships with USAID, government counterparts, the private sector, local organizations, and program partners, and serves as Acting COP during any absence of the COP.
Oversees technical implementation of subcontracts and grants and coordinates closely with the Director of Operations and Finance on financial oversight of subcontracts and grants.
Ensures all technical activities meet contractual obligations and are implemented in accordance with USAID regulations in close collaboration with the Finance, Operations, and technical teams.
Coordinates the development, implementation, and reporting on detailed management plans that may include implementation plans, deliverable tracking, and work planning for all technical activities.
Coordinates with the Monitoring, Evaluation, Research, Learning and Adaptation (MERLA) Manager to track and report on programmatic achievements and success stories as required for project deliverable reporting.
QualificationsMaster's degree in public administration, political science, international development, business administration, or a related field.Minimum 10 years of progressive management experience managing large-scale USAID or other donor-funded governance programs, preferably in Colombia, Latin America, or other conflict-affected regions.
Demonstrated knowledge, skills, experience, and abilities to provide technical leadership to a governance program of similar scope and size.Demonstrated skills in building, mobilizing, and leading multidisciplinary teams.
Possess strong managerial, leadership, and communication skills.Strong technical expertise, superb management skills, and exceptional writing and communications skills in Spanish and English.Citizens of Colombia are highly encouraged to apply.
