Panagora seeks a Contracts Manager for an upcoming five-year Monitoring, Evaluation, and Learning Follow-on Activity funded by the United States Agency for International Development (USAID). Panagora anticipates the new activity will provide technical and advisory services to USAID in the following components: (1) Monitoring; (2) Performance and Impact Assessments; (3) Research, Assessments, and Data Analysis; (4) Geographic Information Services (GIS) and (5) Collaborating, Learning, and Adapting (CLA). This long-term position will be based in Bogota, Colombia and is expected to start in mid-2024. This position is open to Colombian nationals. Duties and Responsibilities Manage, oversee, and administer a robust portfolio of subcontracts including design, competition, and award management. Apply understanding of U.S. federal contracting procedures through strategic design, guidance, and review of subcontracts. Ensure eligibility and audit required documentation and strict compliance with Colombian government, and USG rules and regulations and Panagora corporate policies and procedures. Establish systems for efficient management of subcontractor activities. Support and mentor subcontractors including strengthening their capacities as USAID partners. Lead subcontract negotiations under the direction of activity leadership. Execute subcontract modifications, in coordination with technical teams and leadership. Oversee the timely execution of all subcontract activities in accordance with technical parameters and budget assigned. Effectively maintain subcontract filing and documentation to ensure compliance with Colombian government, U.S. government rules and regulations, and Panagora policies and procedures. Collaborate closely with technical and administrative teams to generate a clear understanding of procedures for timely contract award and implementation, and troubleshoot challenges in a timely fashion. Participate in strategic planning meetings with project technical teams and leadership for the timely execution of activities. Closely track subcontract budget execution with subcontract partners and technical teams. Diligently review expenditures executed under subcontracts for eligibility, allocability, and reasonableness. Prepare required subcontract-related inputs to quarterly and annual progress reports, the annual work plan, and other required deliverables. Perform other duties or responsibilities assigned by supervisor, senior management, or the Panagora home office that are consistent with qualifications, terms of reference, and other general project requirements. Requirements Undergraduate degree in law, business, administration, or related fields. Graduate degree in business, administration, project management or related fields. Ten years of relevant experience, with at least five years of USAID contracts and grants administration experience. Working knowledge of US government FAR and AIDAR, and common USAID subcontract types including cost reimbursement, time and materials, fixed price, and/or IDIQ types. Ability to create and review complex budgets. Understanding of financial management principles. Strong capacity to multitask and exceptional attention to detail. Excellent communication and interpersonal skills. Flexibility and adaptability in a fast-paced environment. Strong collaboration skills with partners and clients and learning focus. High proficiency in Excel/Word/PowerPoint. Fluency in Spanish and strong professional proficiency in English (Minimum Level 3 spoken).
