Org. Setting and Reporting This position is located in the Acquisition Management Unit of the United Nations Verification Mission in Colombia (UNVMC). The incumbent will be based in Bogota and will report to the Chief of Acquisition Management Unit.
Responsibilities • Assists in the management of contractual aspects of procurement project; establishes and maintains work programme and schedules for on-going contracts and newly planned ones. • Reviews procurement requests submitted by projects, substantive units or field offices to ensure completeness, and adequacy of the goods, services, and related procurement and contract specifications. • Ensures adherence to contractual agreements for material, equipment and production costs, performance requirements and delivery schedules by periodic and ad hoc checks. • Under the supervision of the Chief Acquisition Management, ensures the enforcement of UN contracts in consultation with the Supply Section, Contracts Administration Unit at UNHQs, as appropriate, and liaising with other Departments, including handling of claims and disputes, demanding specific performance, claiming against warranties, and other contractual remedies. • Assists in the market research to keep abreast of significant market developments, researches and analyzes statistical information, and market reports on the world commodity situation, production patterns and availability of the goods and services to be contracted; identifies new technologies, products or services as well as new potential supply sources for the programme serviced; participates in the incorporation of the research and study results in the procurement programme; and identifies, evaluates and recommends potential suppliers and manufacturers; • Drafts relevant audit responses; maintains contract related electronic and hardcopy files and records to ensure proper accountability; implements Contracts Management work program; • Administration of office, managing and liaising with vendors, assisting with budgetary reporting, and reconciliation of invoices; • Provides assistance with resolution of contractual and performance issues and interpretation of contracts, in collaboration with Procurement and Legal; • Contributes to the development and presentation of best practices, tools and lessons learned in relation to contract management; • Assists in the drafting of relevant audit responses related to Contract Management; • Performs other duties as assigned.

Education High school diploma or equivalent is required.
Job - Specific Qualification Certification in Project /Programme Management methodology by an accredited body (i.e. PMP, PGMP, PRINCE2 Agile Foundation Project Management certification or practitioner level) is desirable. Certification in process improvement (i,e., SCOR-P, Lean, Six Sigma Foundation or equivalent) is desirable. Certificate of Procurement or Contracts Management training is desirable.
Work Experience At least five (5) years of progressively responsible experience in contracts management, procurement or administration is required. The minimum number of years of relevant experience is reduced to 3 years for candidates who possess a first-level university degree or equivalent. Relevant experience in supply management, especially in an international organization or United Nations System is desirable. Experience in data analysis tools and/or in Business Intelligence is desirable.
Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English and Spanish (both oral and written) is required.
