GENERAL INFORMATION Subnational technical assistance to strengthen capacities in bioeconomy (Valle del Cauca) Project: CO038 Just Rural Transition in Colombia Duty Station: Virtual - Presential/Valle del Cauca (Cali- Valle del Cauca) Contract Duration: (19) November 2024 - (30) August 2026 Consultant: Level 2 Total Fees: Up to USD 30,000 PROJECT BACKGROUND GGGI has been working with the Government of Colombia to advance green growth policies and green investments through strategic partnerships such as with the Ministry of Environment and Sustainable Development, the Ministry of Agriculture and Rural Development, the Ministry of Treasury and Public Credit, and the National Planning Department (DNP), among others. Since 2014, GGGI has supported the DNP in its objective of advancing a green growth vision and transition plan for Colombia that can help climate goals and SDGs achievement. One strategic axis of the GGP aims to promote the sustainable use of natural capital, which includes the Bioeconomy as one key strategy to foster the low carbon economy through adding value to generate products, processes, and services based on responsible use of biodiversity and biomass. Additionally, GGGI with MinCiencias support, designed and launched 2019 the Bioeconomy Projects Acceleration Mechanism – MAPBIO, which aims to provide technical assistance to accelerate bioproducts in the last mile. Between 2024 and 2026, the Bio Rural project will provide technical support to the Valle del Cauca Governorate by engaging an individual consultant to advance the bioeconomy in the region. OBJECTIVES OF THE ASSIGNMENT The objective of this consultancy is to provide technical support to GGGI and the Valle del Cauca Governorate, promoting coordination among regional inter-institutional bodies involved in bioeconomy initiatives including assistance in developing measures and tasks related to the implementation of existing bioeconomy programs and strategies. DELIVERABLES AND PAYMENT SCHEDULE The subnational bioeconomy consultant for Valle del Cauca will support the activities developed by the Bio Rural and Valle del Cauca Governorate teams, helping to update the databases, making reports and analyses for various products, and supporting the logistics, meetings, and communications activities. Scope of Work: Support the management of information integrated with databases regarding green businesses and companies with the potential to scale the biodiversity business. Collaborate with the monitoring and technical assistance of the MAPBIO Plus, Bioeconomy Rural Hub, and capacity development programs within the Bio Rural project. Support the activities related to promoting coordination among national and subnational inter-institutional bodies involved in bioeconomy initiatives. Technical reports of measures and tasks related to the implementation of existing bioeconomy programs and strategies in the Valle del Cauca Department. Support the update of a template or form for identifying milestones and the impact of the public and private bioeconomy of existing projects in Valle del Cauca. Provide cost-cutting support by attending meetings, drafting emails, and providing technical input for discussions. Crosscutting activities: Develop PowerPoint presentations and concept notes as requested by senior team members. Liaise with country teams and other external project partners. Develop communication, marketing, and knowledge material documenting GGGI experience and track record. Participate in project-related meetings and calls and elaborate meeting minutes, agendas, and presentations. Contribute to organizing and coordinating capacity-building workshops, webinars, and events (virtual and presential) with different partners in Colombia. Provide technical inputs for project reporting. Reporting Arrangements: The subnational bioeconomy consultant reports to the Bioeconomy Associate. The consultant's work progress will be monitored primarily through periodic review meetings for planning and weekly short meetings. Deliverables will be produced in Spanish or English and submitted with proof of editable file back-up in the GGGI SharePoint system. EXPERTISE REQUIRED (MANDATORY) Degree in Economy, Business Administration, Forestry Engineering, Environmental Engineering, Environmental Management, Jurisprudence, Biology, Life Sciences, or related fields. (MANDATORY) At least four (4) years of professional experience, two (2) of them in bioeconomy-related areas. (DESIRABLE) A postgraduate degree in public policy, finance, economy, environmental management, sustainability, or other bioeconomy-related fields. Proficiency in Microsoft Office applications. Exceptional analytical and quantitative skills; capacity for synthesis, presentation, and communication. Organized with excellent time management. Proven ability to work with teams and collaborate. Ability to work well under pressure and have a flexible approach to tasks. ADMINISTRATIVE INFORMATION Selection method / process: Open Competition.
