**Project Summary**:
The USAID/OTI Colombia Transforma 3 Program seeks to demonstrate the transformative power of the Peace Accord implementation in Colombia.
To achieve this goal, the program works to strengthen leadership and collaboration between the Government of Colombia (GOC) and key territorial actors to accelerate implementation of the Peace Accord.
The program works directly with the GOC at national, departmental, and local levels, with local organizations, and directly with communities to pursue robust and collaborative Peace Accord implementation.
This collaborative approach helps to demonstrate that an integrated, comprehensive approach to the conflict also provides solutions to some of the country's biggest problems, including rural insecurity, land formalization, and illicit economies.
Implicit in this approach is support to the GOC in understanding the unique post-accord drivers of instability and support for piloting innovative solutions.
The program operates primarily through an extensive portfolio of small, primarily in-kind grants, seizing on local windows of opportunity in pursuit of both individual regional objectives and broader program goals.
The program operates from a main office in Bogotá, with significant field office presence across multiple Colombian departments.

**Position Summary**:
The Chief of Party (COP) will be responsible for providing overall leadership and management of the Transforma 3 program, working closely with the USAID/OTI Country Representative (CR).
The COP will have overall supervision of a team of over 80 staff across five offices and will be responsible for ensuring the program's activities are timely, relevant, and in line with program goals and overall U.S. government (USG) strategies.
In addition to technical leadership, the COP will provide overall administrative, financial, and technical oversight.
The COP will be responsible for the completion of all tasks and objectives designated by USAID/OTI while ensuring compliance with all terms of the task order contract and all relevant USAID/OTI and USG rules and regulations.
The COP will work closely with USAID/OTI and the program's senior leadership to coordinate with appropriate GOC ministries, local government authorities, and local implementing partners.
The COP will be MSI's primary representative in the field office and must be capable of representing MSI effectively to USAID/OTI's CR and Deputy Country Representative (DCR) as well as other stakeholders.
**Responsibilities**:
- Make key decisions and solve problems in short time frames while ensuring operational and program integrity as overall program direction is provided by USAID/OTI through the Task Order Contracting Officer's Representative (TOCOR) and the CR.
- Manage, oversee, and report contractor progress and quality of performance in meeting the program activity undertakings.
- Serve as MSI's designated person for overall management of the in-country relationship with USAID/OTI.
- Provide oversight of grant activities, in close consultation with the CR, including supervising program staff, ensuring appropriate grant design, and ensuring that procedures are established and complied with for grant development, worthiness, implementation, management, monitoring, evaluation, and closing.
- Contribute to the design and implementation of the monitoring and evaluation (M&E) system at the activity level and for ensuring that all activities are effectively monitored, under the guidance of the CR.
- Develop familiarity with and maintains daily usage of the USAID/OTI Activity Database, and ensure that the relevant staff use, maintain, and regularly update the Activity Database, and that data is consistent and complete.
- Supervise the Deputy Chief of Party (DCOP), Monitoring, Evaluation, and Learning Director, Senior Technical Advisor, and Regional Program Manager.
- Travel regularly to T3 offices in Bajo Cauca, Nariño, and Norte de Santander to provide ongoing support, training, and mentorship to field-based staff.
