Panagora Group is a woman-owned small business specializing in global health and international development. It provides monitoring, evaluation, and learning services to the United States Agency for International Development in Colombia (USAID Mission in Colombia) through multiple contracts signed with them. Within the framework of its contractual responsibilities, Panagora provides the Mission with technical and advisory services to facilitate informed decision-making on the management of USAID/Colombia activities, shape the long-term strategic and programmatic direction of the Mission, and allow USAID/Colombia to comply with USAID's Evaluation Policy and USAID Automated Directives System (ADS) 201.
The USAID Mission in Colombia has supported Colombia's government in designing and implementing the Territorial-focused Development Plans (PDET). PDET is a 15-year-long planning and management instrument for implementing the Rural Reform (the first chapter of the FARC Havana Peace Accords). PDET are implemented in the 170 municipalities grouped in 16 regions most affected by the armed conflict, illicit economies, and institutional weaknesses.
The Agency for Territory Renewal (ART) is the government entity responsible for the management and implementation supervision of PDET initiatives. PDET are implemented through the Regional Transformation Action Plans (PATR) developed through community agreements. The communities identified more than 32 thousand initiatives in those agreements, and every PDET region has its plan to implement its initiatives.
USAID/Colombia has supported PDET implementation on two levels:
- Technical assistance and capacity building to the national and local governments and civil society. Direct programmatic response from the USAID Activities to the PDET initiatives.
- For the second level, USAID Colombia, with the support of the MEL Activity, has developed a route in which the current and new activities check the PDET initiatives, define possible USAID programming actions targeting those initiatives, and define mechanisms to report their actions in monitoring systems.
- In this context, the MEL Activity seeks an assistant to monitor USAID/Colombia support to the Territorial focused Development Plans (PDET). The following describes the responsibilities and requirements for this position.
**Responsibilities**:
- Request, follow-up, and update PDET support information from USAID Implementing Partners.
- Answer the information requests related to PDET support from ART.
- Other support activities to the implementation of the USAID-ART route.
- Collect, standardize, and analyze context and performance data from USAID Activities.
- Collect, manage, and update data related to USAID's support of PDET implementation.
- Update, merge, and clean data sets.
- Support the design and development of dashboards and other data-visualization mechanisms.
- Support the design and revision of performance, context, and the Basket of targets indicators from USAID's Performance Management Plan.
- Carry out presentations and develop documents related to these topics.
- Other requests related to the monitoring of the USAID support to PDET.
