SUMMARY: The Acquisition Application Manager will support the Defense Health Agency (DHA).
DHA is responsible for the effective execution and operation of the Department of Defense (DoD) medical mission, which is to provide medical services and support to specified categories of individuals entitled to DoD medical care.
ESSENTIAL DUTIES AND RESPONSIBILITIES: Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions of this position.
The Contractor shall provide cost and price analysis support for Contracting Division.
Support workload shall be managed, assigned, and submitted in accordance with local contracting division policy.
Ad Hoc Studies/Analyses/Research:
Contractor shall provide technical and subject matter expertise and for the purpose of preparing special reports, studies, analyses, and briefing papers on various acquisition, technical, financial, and business matters related to overall activities and process management in support of DHACA, mission.
This may include but is not limited to conducting information searches; financial and technical writing and editing.
The Contractor will explain methodologies employed, discuss findings, list alternatives to consideration and assist in ranking proposed policy or action alternatives with explanations as to the advantages and disadvantages of each.
NON-ESSENTIAL DUTIES: Perform other duties as assigned
EDUCATION AND EXPERIENCE:
Requirements: A bachelor's degree with a major in any field.
(Minimum 10 years experience - Exceptional knowledge or understanding in information technology systems or computer systems related tasks may be substituted for the degree.)
Minimum 5 years experience - Extensive knowledge or understanding in IT System Administration, Contract Specialist or Procurement Analyst.
Minimum 3 years experience - Knowledge or understanding of DoD acquisition system policies and procedures, laws, and regulations.
Minimum 3 years experience - Knowledge or understanding of the federal acquisition process and contracting principles.
Must demonstrate customer service skills.
Minimum 3 years experience - Knowledge or understanding of the DoD Procurement Data Standard.
Ability to resolve complex problems and develop concrete action plans to solve problems.
Must demonstrate customer service skills.
Must be able to effectively communicate with others verbally and in writing.
COMPUTER SKILLS: Skill in operating a personal computer and standard office equipment Proficient in Microsoft suite of applications including Word, Excel, PowerPoint, Outlook, and Project as well as with Adobe Acrobat CERTIFICATES, LICENSES, REGISTRATIONS, CLEARANCE: Must be eligible to obtain and maintain a DoD Secret security clearance if required by contract PHYSICAL DEMANDS: Must be able to sit at a workstation for extended periods; use hand(s) to handle or feel objects, tools, or controls; reach with hands and arms; talk and hear.
Most positions require ability to work on desktop or laptop computer for extended periods of time reading, reviewing/analyzing information, and providing recommendations, summaries and/or reports in written format.
May be required to occasionally lift and/or move moderate amounts of weight, typically less than 15 pounds.
